4.11.2024 – Bunker surcharge in ports of Finland and Estonia
We will adjust our bunker surcharge in Finland to 22.77%, effective in our invoicing from November 18, 2024. The current surcharge in Finland is 20.41%.
Due to fuel regulations in Estonia, which require the use of fully-taxed low-sulfur MGO for domestic operations, the current fuel price level in Estonia is approximately twice that in Finland. As a result, harbor towage operations in Estonian ports are subject to an additional 10% BAF on top of the Finnish BAF level mentioned above, effective from April 1, 2015. This surcharge only partially offsets the actual fuel price difference. The bunker surcharge for Estonian ports will be 32.77% (22.77% + 10%) starting from November 18, 2024, whereas the current surcharge in Estonia is 30.41%.
Our bunker clause operates on the principle of sharing one-third of fluctuations in bunker costs with our customers. Surcharge adjustments are applied only in intervals exceeding one month to ensure stability in pricing.
The BAF is based on a fuel price of €385.40/m³ (July 1, 2009). The observation period for changes in bunker prices is four weeks. If bunker costs fluctuate by an average of 6% or more compared to the base price during this period, one-third of the change will be applied as a bunker surcharge. The surcharge will take effect after a 14-day notification period.
The notification can be viewed at www.alfonshakans.com, or if preferred, changes in the bunker surcharge can be notified by email upon request.

The bunker surcharge for Estonian ports will be 20.41% + 10% = 30.41% starting from October 21, 2024. The present surcharge in Estonia is 34.19%.

We will adjust our bunker surcharge in Finland to 29.69%, which will take effect in our invoicing from May 8, 2023. The present surcharge in Finland is 32.91%
Due to fuel regulations in Estonia, which require usage of full-tax low sulfur MGO for domestic operations, current fuel price level in Estonia is about twice higher than in Finland. Therefore, harbor towage operations in Estonian ports are subject to extra 10% BAF in addition to the above-mentioned Finnish BAF level starting from 1.04.2015, which only partially compensates actual fuel price difference. The bunker surcharge for Estonian ports will be 29.69% + 10% = 39.69% starting from May 8, 2023. The present surcharge in Estonia is 42.91%.
Our bunker clause operates on the principle that it partly (1/3) shares the fluctuations in bunker costs with our customers. Practical changes in surcharges are applied only in time intervals exceeding 1 month to maintain stability in pricing.
The BAF is based on the fuel price 385.40 €/m3 (1.7.2009). The observation period of changes in bunker price is four weeks. If the bunker costs change by an average of 6% or more in comparison with the basic price during the observation period, then 1/3 of the change will be charged as a bunker surcharge. The surcharge will take affect after 14 days notification.
The notification can be viewed at www.alfonshakans.com or, if required, the bunker surcharge changes will be notified by email upon request.
